I'm pretty sure a DVD drive can access data faster than a HDD, unless it's using both at the same time.

Nope, not even close. A DVD drive reads at 10.5 MbpS, your average SATA drive will read at 1.5 GbpS. Your DVD drive is the slowest method of transfer on your computer, after USB.
