I'm not saying off roading is the answer for all travel needs.  I'm talking about specific risk vs reward in this particular scenario.  And my initial comment was more or less in jest anyway.  But, if it's that serious and means that much to anyone I'm not going to waste mine or anyone elses time discussing it any further.  I was wrong on the internet, god help me

I'm sticking with my theory that they're clearing the roads of zombies so the construction teams can come in and repair the roads.

True but the road in the foreground doesn't seem all that much better an option than off roading.  Perhaps the zombies are camped out on the stretch where it's better shape.  Or maybe Jasper is up to something and the road clearing is just a ruse.

Roads can be rebuilt. They might be "clearing the roads" of surviving zombies so the construction teams can come in and do their job safely.

Napalm incinerates everything. It burns at 1,500°F. Nothing is gonna shamble with it's completely burned to ashes. It's jelly gasoline, it'll eventually burn itself out when it runs out of gasoline to burn. And what forest fires? It's the wasteland.

And unless they're using flamethrowers, who cares what gets cooked on the ground? Looks like they're doing this Vietnam style, fly-by bombings! After you get done raiding a city of the dead, why not burn it to the ground? Less zombies, the better.
