I'm surprise so many people question the importance of roads post-zombpoc, we built highways for a reason afterall. I mean, they even stick to the roads for the most of the Road Warrior series (Beyond Thunderdome doesn't count considering they where using monster trucks for whatever bat-shit reason.)     

Did they ever mention that fuel is scarce in the comic?

Considering the number of vehicles Halo uses, I would say they have a decent fuel supply.
