King of the ware-panthers or Lord of Alexandria?

I know this isn't really a zombie topic, but after watching trueblood I started to think and wonder about a senario that's mentality would be similar to reestablishing order after an outbreak. But here goes the first one

1) You're now the new leader of a small pack of 2-3 dozen ware-panther people. They're poor, inbred, and uneducated. You have complete control and dominance now over your small secret species. What rules, traditions, security, task, or goals would you create so that your people live, and survive? Would you keep your people hidden and away or bring them out into the open? Educate and train them to be the silent assassins of nightmares or sit and pray to the moonfather and moonmother each night?

2) Similarity you're the leader of a small enclave of 50+ survivors. You have a small half mile by half mile gated community that you're now in charge of. Once again, what kind of society would you create to ensure the survival of your people? What commodities and ammenities would it have? What kind of jobs, security measures, and protocol would you establish so that your community maintains order and that the outside never gets inside?
