I got it. The "dead" infected are actually being recruited for the newest experiment, an all zombie scavenger squad. Milo's death is really his "recruitment."

Seeing that Jasper can be serious about his work doesn't make him any more sympathetic to me. If anything, it means that he is capable of being socially competent when he needs to be, so when he's being a douche it's a choice.
He's a competent officer, and a competent officer can't keep the ass hat on at all times, nor does he have, as a person, to be a dick to everyone equally. It makes him a better rounded character, but not a better person.
