I wonder... those three punk kids from before... is it possible that they will enrage Charlie? You've seen how he reacts towards those who threaten his friends.
So possibly he is assigned as a replacement for Jamson, performs well, then is placed as Kates guardian (wut?) during which time he freaks.
And kills Milo.
