Hence all the looting that got the team into trouble 18 months in the future. Materials cost money and the only recourse is the ARC black market.
Good point, that. You can only get so much out of stripping the unused areas for materials.

OR its a bit of a waste of resources to renovate houses before you absolutely have to.
If you fix something later, the chances are that it will be in a worse state and therefore need more resources to be fixed...

If its just one set of materials which is deteriorating then no. But if it is due to something that spreads(like fungus) then measures should be taken to prevent a bigger loss of materials in the future.

Also, the hunching rat is amusing.

Not completely true. The floors could be perfectly good but they will rot if the ceiling keeps dripping on them. Damage spreads as soon as it means that things not meant to be under the weather are exposed. Water is a no go if you want the building to last. Now for a building to end up in this state without being decades old, it'd have to have been made like that on purpose. I stand by my theory where the A.R.C. is actively working at underlining the infected's inferior status. Either that or Jenny reproduced the atmosphere of poor streets without taking their history into account because while the cheapest build housing involve relatively uniformous blocky appartments, they don't look coolly chaotic like the old streets that took over a century to turn into a crazily densified shantytown. *Dodom uses bad neighbourhood kid pedantry* *Attack was ineffective due to Dodom's loner-ism that means she never was a real street kid, whatever that may be*

Could just be that the buildings were built in a rush using a labour force that for the most part had no idea what they were doing. using zombie refugees as a workforce would probably make for some shoddy construction.

I hope they'd have the good sense of making single-floor buildings then! And a high maintenance budget, which now seems to be absent.

It might've been that the infected barracks were going to be perminent areas for the un, but later changed that. Or the buildings were to be used for other means, I doubt storage though.
Things like a leaky roof can ruin a home, building, water. And if they're on the coast, near water, blah, where things really won't dry out if water get in...I'm gonna go lay down now.

I think it just boils down to the "infected get the utter shite end of the stick" rule that seems to apply in the TZH verse.

I know someone who lived in a rat-infested garage, and to be safe from the rats he picked a large one and tamed it. Being big to begin with and better fed than the others, that big rat was able to defend his territory from the others so the guy didn't have to fear rats gnawing at his toes in his sleep.
