I noticed something that I should have noticed before, but... how did Arc manage to set up an economic system with money? And what is the general economic ideology of Arc anyways?

Why wouldn't they use money? Barter is rather on the awkward-and-heavy side if you're trying to trade, say, pigs for engine blocks.

As long as they have their own currency it can work. It wouldn't work if they used pre-apocalypse money, because it would be too easy to loot in large quantities from the wastes and cause uncontrolable inflation that people would blame on Zombie Hunters and get angry and attack Milo in a corner and sell his flesh on the black market. I think the rental part for some equipment is effective when managing several different teams. However, not sure what kind of currency stands in terms as when they where looking for new gear for Charlie in that shop. Spoken/written credit system maybe?

I agree with Greg, why wouldn't they use money? It's a simple universal thing that has value in every situation. You might not be able to pay for your engine repair or hunting vest with chickens (or other bartering services). All imports from the wastes are screened, so any money they bring back goes straight into the government's coffers. Pretty much every human civilization has had some form of universal currency, be it shiny rocks, or pieces of paper.

I thought they broke in to the quarantine area to get their "party supplies". *rereads comic* Though like modern day counterfitters, there's a problem with getting your illegal money into circulation. Even if you stuff a couple of thousand dollars between yer tits people are gonna wonder why you all of the sudden have a couple of thousand dollars more than you did yesterday.
