I say, even if semen did congeal this stubbornly, it would decay and not look like semen for long.
I would assume that any waxy substance found in an appartment building's draining pipes is soap. Soap is responsible for 22% of sewer overflows and more than half of clogs (I'd link sources but news websites decided that being viewed with Explorer 7.0 was so last year.) It doesn't necessarily come from cleaning products, but can form from a reaction between vegetal oils and the salts present in tap water.
