Alright, in order to do this you MUST have Frostcraig Spire, in the living area of frostcraig spire, go all the way to the back of the small area with the various plants and such, yup, right up against the wall, save your game, and go back to the dashboard and delete "Wizard's Tower" from your hard-drive, oh, yeah, I believe everything in your the Spire will be lost forever, as well as all the stuff purchased for it, so yeah, maybe only do this on a character who you have not yet bothered to do the Wizard's Tower thing yet...
Anyways, go back into Oblivion, your Download Content now deleted, and load that save you just made, you should be suspended in midair for a split second, and then pop into a house, a random house, leave the house, and you will be outside in a Bruma-Like area, right next to a rock as soon as you exit the house is said mace, pick it up, and enjoy!
As far as I know, there are no other obtainable items in the tester's realm of any actual value, just some stuff like a few minor books, random shit, I did hear, however, that somewhere there is a shit-load of those... Sphere thingys you get when you close an Oblivion gate, something like that...
Anyways, been playing the Oblivion, did some quests, just started on the Mehrunes Razor Quest...
But I will probably play some Dead Space Extraction soon...
