Most likely that'll be the starting point. WHERE DID YOU GET THIS
To be honest, unless it's specifically sanctioned by the DM, magic item creation should be left up to the DM. Players rarely (in most cases) get a chance to create their own unique magic item, but when they do, the process should always be long and confusing. |

I don't find it the least bit confusing, and I generally don't take that long with it.
Then the DM is doing it wrong.  At least, in my opinion. I make my players work like dogs for their magic. |

Regardless, it completely depends on the decisions of the DM. Is it easy through the method described by the DM's Guide? Yes, absolutely. Through a self-written method intended to confuse and frustrate? <_< Let's say not.
